Dwarf Scouring Rush
Equisetum scirpoides
The smallest of the horsetails — dark evergreen wiry stems only a few inches tall, kinked and twisting into dense low mats. Like all Equisetum it is a spore-bearing survivor of an ancient lineage, with silica-stiffened stems. Far better behaved than the running scouring rushes, but still best contained.
